So Flagship Plus is different, as it offers some extra amenities such as access to Flagship Dining. Don't give them the idea about Flagship Lite as some other airlines (thankfully not AA) do have business fares that don't include things like lounge access.
Maybe they're preparing for the elimination of First. If you want Flagship Dining, it's a line item on your "fare".
In general, AA marketing inconsistency and shoddy IT aside, "business" means international non-widebody flights, US-MEX or US-Caribbean, for example.
