I searched this thread for "how to file CEDR" and found nothing, so yet again I'm hopeful you can steer me towards how to do this.

In the meantime - do I proceed with accepting their reimbursement offer (hotel & food - the e-mail with no amount stated) and continue to proceed with CEDR after that money hits my account, or do I refuse the reimbursement offer as well?
You can accept the money so far offered, since that is for a different component of EC261 and is always payable. Filing with CEDR is done on their website, there is a straightforward webform and there are plenty of comments upthread on people's experiences of it. A quick read upwards on the last few pages should give you gist of it.
