I start my journey flying AA Eagle from Philadelphia to Montreal. Then, change to Qatar metal in Montreal for the remainder of trip. Wondering if anyone knows if AA agents can interline the baggage to go all the way through to MLE when I first check-in in PHL?

If you had been able to get AA to put both award tickets on a single PNR, then you could have had your baggage checked all the way through to MLE. On separate PNRs, AA policy is not to through-check.
When you get to YUL, you should ask the QR rep there if they can retag your bags all the way to MLE. They may be willing to.
