Then there is probably something additional at play here. Not sure if there is more to the story that you haven't shared or what, but I've literally never heard of anyone being in pop-up jail for "several years." I mean the antidote to pop-up jail is pretty well understood; spend money on your cards and you generally get out of jail. If not, I suspect there is something else going on here.
