OP is very accurate when pointing out the lacklustre food & drink offer on board or at airport lounges (domestic flights). It wouldn't hurt to see it improved :-)
It is more debatable, nonetheless, whether food offerings at Japanese airports are that poor. The very, very tiny ones probably yes. But mid-range airports such as MYJ or AOJ offer a more than decent choice of food landside. And domestic flagships, like ITM or HND are, themselves, food destinations. Even airside it is possible to find succulent meals. Furthermore -as stated above- they tend to be very reasonably priced.
I am somehow confident to say that a big chunk of domestic passengers in Japan arrive to the airport 1 hour prior to departure or later.
ANA, yes, offers plenty of Premium seats in many routes, in which you are offered a small lunchbox. But the question is: are you willing to pay about 100USD to be served that little box while seating in a slightly wider seat for 1&1/2 hours /!?!? (especially when you can buy boxes of your liking and similar quality for 10USD at the airport....)
