Carriers don't have an undeniable right to make up their own rules regardless of the jurisdictions that they operate in. In many jurisdictions they have to operate within various rules designed to safeguard consumers from a$$hole corporations.
I don't have a problem with charging a fee to issue a ticket by some means if the ticket can be obtained by some *reasonable* means without attracting that fee. If they are going to advertise fares in Europe at price X where there is NO way to actually buy the fare without attracting an additional "booking" fee it won't be long before they are in court. Delta.com sucks on international itineraries!
