Of course they re-evaluate. They take data from the last 3 years, compile it to see which dates are busy, which dates are slow then make a designation based on that data.
My dates that were off peak for my anniversary at Andaz Papagayo for this year are now standard for Next Year (except one which is off peak so 80% standard 20% off peak, compared to 100% off peak).
What we are talking about here is that once the designation has already been assigned for the following year it will not change. It could be a different designation in 2025, but for 2024 whatever has been assigned will remain the same.
