Ex WAW, I've also experienced being told that I was only allowed one carryon as SEN in Business and had the bags weighed (again, both were well under the limit). This was at the check in.

At the gate I have only been stopped and when they see the class of service TATL, they drop it.

I think it depends on the agent.
