I've seen baggage weighing occur on Basia ex JFK at check in. I also had my carryon baggage weighed ex JFK at check in, when flying in Business on LX. My bags weighed several kilos under the limit. That was in May of 2023.
Ex WAW, I've also experienced being told that I was only allowed one carryon as SEN in Business and had the bags weighed (again, both were well under the limit). This was at the check in.
At the gate I have only been stopped and when they see the class of service TATL, they drop it.
I think it depends on the agent.
