Yeah, it's often described oddly as the "evening ritual" or "evening moment" or "ritual moment" - some properties do it daily, others only on certain days. Interestingly, some properties do have an expanded take - I've seen this at St. Regis Macao, where they did have an evening cocktail and canape hour with the hotel manager after the champagne ceremony. I had a nice 1:1 conversation with the manager for about an hour - very interesting and philosophical!
Yes I have had some pretty cool local food/ local cocktail receptions + GM convo's during various sabering's over the years .. That was definitely a Starwood thing for the St Regis to provide something unique to many of their resorts around the world.. Many still do it as you noted, I enjoy them.
