TBIT TSA is all the way in the back of the hall and you are mixed with non-precheck people (you get a pass to use the precheck line after you've gone thru the document screening). T4 TSA is a short walk from the curb and once you are cleared, the connector to TBIT is right there.
Precheck at TBIT is at the end of the check-in hall to the left up the escalators. There are big TSA PRE banners.
I've used TBIT Precheck for AA and DL flights leaving from TBIT several times. I have never waited more than 30 seconds. It is a breeze.

TSA Precheck at T4 is ok. A little bit of wait sometimes, but under 5 mins most of the times. It is a smaller area and feels cramped (compared to TBIT).
There is an airside connector between T4 and TBIT, just ask or follow signs.
