The part you've quoted indicates when the TP will be earned, but further down we see:

Agree, I guess the critical thing is when the points are applied.
So if your membership year ends 8 Feb, and you reach the £10k spend on 15 Feb (say) then all the 100 points will all get applied to your new membership year (not applied monthly in line with when the original spend happened).
