If you look further down in the T&Cs my reading is that
JD1905 is correct, though "monthly" is perhaps slightly ambiguous, in that you don't automatically get them every month, only after you've reached the thresholds.
The part you've quoted indicates when the TP will be earned, but further down we see:
Tier Points will appear on your billing statement as Avios within three business days from the qualifying spend. When your Avios are swept to the British Airways Executive Club, these Avios will be automatically recognised as Tier Points and awarded to your British Airways Executive Club account six days prior to your statement date
So it would be perfectly possible for someone to earn 100TP in Dec, 50TP in Jan, and the final 50TP in Feb, i.e. monthly.
