The usual thing is a seat genuinely thought to be broken and you are moved out and then it either gets fixed and someone else moved in or a staff member is put in it (they can travel in broken seats) and it is fixed or not seriously broken. Also remember on SH (not your situation obviously) a ‘broken’ seat may just be someone complained that the power socket isn’t working.
I had booked upper deck CW on an A380, I had a call the day before flight to tell me the seat I had reserved was inoperable and they were moving me to the lower deck. The seat they offered me was a window seat, I said that I had deliberately booked an aisle seat and they said there wasn't one showing available but as a gold they would move someone in order to give me an aisle seat. So clearly it does happen.
