It looks like the CL is part of a separate, 3 story adjacent building that's getting constructed, whereas those lounges were going into existing infrastructure in terminal A. My guess is this lounge got added to the plans later whereas those lounges work part of the original construction plans.
That sounds even worse now, especially anyone departing at the far end of A (i.e. A19-21). Long walk to the lounge, then backtrack and another long walk to the gate?
