There seems to be a disconnect between GA and FA sometime. I have seen GAs strictly enforcing carry on bags and asking everyone to gate check their 2nd piece (aka the "carry on item) for empty flights, to the point that I have to more or less be an A hole and play the "I am in J" card. I have also experienced opposite, similar to what you described. Based on some interactions I have had, I have a feeling that most GAs don't know what's going on once a passenger walks past their podium.
