Yes, it's normal. Most airlines don't pass on fuel charges and/or other passenger fees when booking awards. Lufthansa does. While still a lot higher compared to most airlines, the fees from Europe to North America are tolerable considering the low amount of miles needed for the flight and increased availability when booking on Lufthansa's platform. The fees for North America to Europe are incredibly high and not worth using Miles and More to book. I could be wrong, but my experience searching for J awards, has been that there is little to no difference in fees if you book 2 one-ways or a return.
