The cargo hold has limited space too. I have seen a baggage handler trying to fit some gate checked bags into the cargo hold, but ended up shaking his head and drove away with those bags to the terminal, while his colleague was closing the cargo door. That's the worst case scenario of gate checking bags.

How full was the flight? I can understand relaxing the limit a bit if there will be space for everyone.
