I'm guessing it's probably happened before. There definitely have been a number of cases of the opposite happening and agents mistakely opening the door for domestic arrivals with an international flight -- https://viewfromthewing.com/airline-...o-jfk-airport/
Obviously this situation would be a bigger faux pas than what happened to OP.
