I have had a similar experience. Was paying $50,000 Yuan at a hospital and all of a sudden the bank said my card is under suspicious activity alarm and declined all charges. I had to go to the bank to sort it out, took 3 hours and now my daily limit has been reduced to $3000 yuan. I asked the bank that what am I supposed to do with big charges? Charge it over multiple days? They simply shrug and replied, "yeah." Keep in mind I have a significant amount of money with them. So I opened another bank account, and they would only give me $1000 yuan daily limit because "I'm new" per new regulations. But assured me they'll be willing to increase it significantly after 3 months. We'll see.
If you have a significant amount of money and have a relationship manager I would escalate. I don't know what their KPIs are but if keeping large depositors happy (or at least not pissing them off) is one of them then they should be motivated to help.
