When I initially arrived at the entrance of the roped lines to the counters, over half the plane had gotten their first since I was in the back half of the plane. One CBP agent was shouting for people to calm down and that there was a mistake, Multiple classic New Yorker response screaming to let them through, they have connections, etc. It was basically a stalemate for 30 minutes until finally CBP got together and decided to let people out to the departures hall with everyone showing their inbound boarding pass.
