There's no requirement for the car or hotel to be in the same place as where you fly to/from. The 'requirement' to actually use the car/hotel (of dubious practical enforceability) which was added some months back closes the loophole which this previously offered.
I am told that some car hire places get charged for keeping their cars available, so it costs them money if you don't pick them up, Those places may complain, hence you will get found out if you don't pick the car up. Other places may not care so you 'get away with it'.
