The only way UA is restoring more service to China is if more slots are agreed on. I do not think any of the eastern US-China routes are going to get launched before full services are restored from SFO for the routes that had previously existed. Even then, I am unsure UA has the widebodies to do more given how thin the fleet is stretched already.
