I would think route specific or weather specific conditions could impact the FA's safety procedures. I think any rules should be principle based and allows for judgements based on experience and specifics of situation. Is it up to airlines to set safety rules or up to the industry regulators?

Exactly, the very common turbulence on the DEN-COS flights means that flight crew remaining in their jumpseats for the duration is the logical safety choice.
