You could drop a note to IHG Ambassador service and ask if this is in line with the Diamond breakfast benefit. There is monetary limit or such in the T&Cs and this strikese as an attempt a la Hilton (US/ Canada) or crap like that.
I second this as the hotel's approach contradicts IHG 1R MT&Cs, which do not foresee that the hotel may put a monetary cap on this benefit:
