This is not the right forum (and since Japan is not a chip and pin country) so I won’t go into details. But to make a long story short, Chip and Pin card mean the card has a chip AND use pin rather than signature to identify the card holder. Card have to be set up as a ‘chip and pin’ (as opposed to chip & signature) card in order to use pin to authorize retail transactions, and in general US banks (with the exception of certain Barclays and a few credit union issued cards) are not doing it. The ATM pin will not work because Visa or whatever card network will not be prompted to ask for your pin as the card is identified as a ‘chip and signature’ card. Most of the time this is not really a problem unless you have to use self service kiosk for gas or train tickets in Europe (Manned card terminals can always ask for your signature). Not sure why Chase has this because as far as I know they do not issue any chip and pin card. May be just for education purposes lol.
