After China reopened at the beginning of this year, probably half of my Chinese colleagues took a month-long leave to visit family and most went through HK. At the time the US-China capacity was extremely thin and even tightened again because countries were spooked by China's Covid 180. CX has no reason to release those seats to partner awards when they can reliably sell them for good cash.
With US-China capacity warming back up quickly and CX having the appetite to expand, we may have better luck in the (hopefully) near future.
