This was awhile ago and you probably realized, but you absolutely do get the increased rate. If GCC is 3x, you get 3x miles and LPs (even if the "normal" rate is 1x, and that's crossed out and it's 3x). If the Wall Street Journal is normally 250 miles and it's crossed out and is now 1000 miles, then you get 1000 miles and LPs. Correct that if there's a bonus like "spend $500 and get 1500 bonus miles" then those are just miles and not LPs.
