It does kind of seem odd if they get rid of the luggage tags. People seem to love them dearly, at least some. On domestic flights it is not rare to see people with their full collection of lifetime star tags on their carry on. Not saying they do go away, just noting that there is no mention of them in the new details.
I hope so, they noted tags for JGC 3, but I'm guessing that's to replace the normal personalized tags one got upon reaching JGC under the old plan.
Indeed, this past Spring I finally saw my first 5 star while waiting to check in at domestic F counter at Haneda. Not shockingly, it was a fairly tired looking salaryman.
And yes, during GW in Naha, the monorail is usually a washed in tags.
