Because if you have an assigned seat, it doesn’t much matter to stand in line, beyond the annoyance of a few minute wait. But if on a train where seating is first come first served, then being stuck at end of line means you might not get preferred window/aisle or quiet car etc. Could even get stuck standing even though they theoretically don’t oversell.
