Yeah that is only for the giftcards.com cards (the ones that don't earn site credit). The site could certainly be more clear.
The egift ones that earn the credit are giftcardmall cards; if you want to register them you need to do it on giftcardmall.com. Last year's version had to be registered; that's the main reason I know that.
As you pointed out, you can check balance and see transactions on either site, though. I suspect that when they added the ability to look up balance & transactions for GCM cards on GC.COM they didn't think to update that page to be context sensitive based on card type... they just left everything as it was.
