I booked LHR-HEL early this month (for next year) and was also quoted a fee for PE. Asked whatsapp about it and they said it is indeed new policy. I tried asking since when and why was there no communication, the only response was "from this month", which also doesn't seem like it matches with reports. So perhaps it is indeed a lumo-only perk now.
