You are multiple posting across threads which makes it hard. In my experience, if it is QF domestic, then the agents know that OWS/OWE receive an extra bag, and will override the system. Problem I see is that some people do not stop, find a roaming agent (usually standing in the middle pillar area), and just pay. Out stations it can be harder with contract staff to override, but there is usually one QF agent who can manage it. The online system is there that is one thing that QF do seem to get right is the customer service repayments. If charged, and you are stuck, send in the receipts and in my experience within a week the charge is paid back to your CC. Multiple FF numbers on the PNR is the usual culprit for not showing and applying status correct, as QF like to collect FF numbers and then randomly assign a number and randomly assign status to any booking - best avoided.
