Theoretically, they could limit SU bucket inventory to less than available seats for sale (as they do with OU bucket and FC seats). Although that generally doesn't seem to be the case.
Shouldn't the OP be able to simply book the tickets, then select the C+ seats for two after the flight is booked? I'm Plat and always log back in after booking to select C+ seats and avoid the upgrade process. Only issue here would be if C+ did not have seats available at time of booking, then the upgrade issue might arise. Should be able to just select two C+ seats during seat selection.
