You can use any account to book award tickets for anyone else. The only drawback is that status members will enjoy discounted cancellation fees when booking for themselves rather than when booking for other people.

There’s no real family account with QR but rather the option to connect family members to one account. It doesn’t change anything for booking award tickets (and cancellation fees) and it’s only useful when the family members don’t travel often and wouldn’t have any use of the earned avios, because family members won’t get any Qpoints nor status (they are all considered with zero status and don’t inherit any status from main member) and the main member earn less or equal avios (from 25 to 100%, depending on main member status) that the family member would have earned by itself (if not linked to main member account) and won’t get any promotional bonus avios.
