They are all moving to the Terminal A garages, and AIRTRAIN needs to be taken to Terminal A to get to them.

I saw the signs at EWR today when I was driving away. Of course, no signage or indications at Hertz.
I return the car on Thursday. Hopefully they have any kinks worked out in a day.
