I see that your departure location is listed as LAS/YOW, maybe you can start your trip from YVR and end in YOW? That would give much more possibility to get 23k SQM within 3k (or a bit more, e.g. 3.1K) on business class booking. Alternatively, you can get the YOW-JNB/CPT fare for a bit more (~3.3K) and definitely can overshoot the 23K SQM requirement, but this deal is hard to shop for a full business experience, as most options given by AirCanada website would involve flying economy between Europe and South Africa.
For example, I have this booked for myself, $3335 for 25K SQM (ignore the part that cowtool saying 0 SQM for my CPT-ZRH WK flight, that's a known bug). That said, this booking is quite complicated and you would need to find an accredited travel agent to book it for you and issue it on Air Canada ticket number.
