Changing and integrating with legacy backends is difficult.
Implementing modern system on top of legacy GDS for in house flights on one airline is not too complex at all and many airlines succeeded.
In my experience Delta and Alaska have pretty good online systems that do not require calls even for more complex changes or multi-fare bookings. Overall US airlines have better IT compared to European airlines. BA is not worst, LH/LX much worse. Among non-US, Qatar is not bad.
