I can't see the first example of what the OP did wrong in the legal/regulatory area.
Minors, elderly, etc clearly refers to people who need help. People with special needs, disabilities, whatever you want to call them.
No reasonable person would put a 20 year old with no disabilities in that category. If they meant that it was for everyone, then they would just say it's for everyone. Taking advantage of something that's meant for those who need help is not a good look, to say the least.
