And many people don't pay the £1 a month for the iCloud backup (5 GB nowhere near enough). While backups are usually a very good idea, unfortunately, there's nothing unusual about an un-backed-up iPad.
In which case the loss would be to the OPs company? I think we’re are assuming this is a personal device. There are respawns people may prefer not to backup their data, but that is a risk you take.
