No, for a start many organisations / privacy policies / GDPR compliance officers restrict using third parties (e.g. Apple and their sub contractors) to back data up. And many people don't pay the £1 a month for the iCloud backup (5 GB nowhere near enough). While backups are usually a very good idea, unfortunately, there's nothing unusual about an un-backed-up iPad.
