You must be joking when asking for data recovery compensation.
It is your responsibility to ensure backup of your data, and Apple makes it extremely easy with iCloud backup (enable it and forget it)
If your iPad was stolen, who would get you your data back?
And of course they don't just want to give you the money, but they are more than generous by allowing you to buy a BRAND NEW iPad (with brand new warranty) and pay 80% of the cost
You are being completely unreasonable.
