Reason: disability in Europe is broadly understood as a physical disability. Other disabilities are more difficult to "prove". Airlines and other entities are afraid that a lot of other people might turn up, demanding for example a seat in the 1st row, as they can't stay seeing somebody sitting in front of them.
Individuals on the autism spectrum or with other developmental disabilities are individuals with disabilities under the Air Carrier Access Act and its implementing regulation, 14 CFR Part 382.
