​​​​​​The most common issue is a duplicate account that is holding the Elite nights, but if I assume you've eliminated that possibility, there is a specific kind of case that needs to be opened for research and resolution. The Lurkers here would most likely know who to send it to, and get it corrected.

Our Partner Specialists have reviewed your inquiry and they have advised a maximum of 15 Elite Night Credit will be provided per Marriott Bonvoy Account, unless you have a Marriott Consumer credit card and a Marriott Business credit card. If a Member has a Consumer and Business credit card, then that Member will earn 30 Elite Night Credits. Your account is current and no further action is needed.

She has a Cdn consumer card and a US business card but only 15 elite nights. I'm not making this up!
