Technically UA applied again , (they tried applied for IAH in 2019 along with everyone else fighting for HND slots and UA didn't get IAH in the end).

It's the same docket number (2019 when HAwon the route authority and ~sept 2023 when UA complained about the same authority unused, HA replied and DOT shut it down) https://www.regulations.gov/document...2019-0014-0110
