787 Armrests (Always resting?)

Recently flew a BA 787 transatlantic. I was in coach aisle seat and lucky to have the center seat next to me empty.

figuring to enjoy the flight w/o the armrest poking me I raised it. But it only went up 3/4ths of the way and then hit a hard stop. Now I’ve got the armrest poking my shoulder.

is this by design? Or was mine a faulty one? If not, is there some way to fully raise the center armrest?

while “in the neighborhood” of armrests, I noticed no apparent way to raise the aisle armrest at all. Is there?
