Looking back, I used a DSU to upgrade to a “Park Suite King” and they gave me one further notch up to a “Park Deluxe Suite” which had no separate room.
This is basically the same issue at PHNY. If you are paying cash and are not loyal to Hyatt, there is really no reason to stay at either over other luxury hotels. The published rate is a bit meaningless as a measure of quality since it's very much inflated to project an image of luxury and to extract a higher revenue reimbursement from the WOH program.

That's dilemma and tricky balance for the management. Even if the reimbursement from WOH is close to the cash rate, guests paying with points are likely much more price sensitive than those staying at the Peninsula and spending less on F&B or Spa.

The best case scenario for PHV and PHNY is to be good enough compared to other luxury hotels so that WOH members stay loyal to Hyatt and perceive value in their points.
