An expired card will do it - Amadeus is seeing the card has expired and objecting, so the refund will need to be processed by someone who can change the expiry date in the refund record to be 10/28 (or whatever they want to use - refund agents used to just add 5 years to an expired card to get to go through). A phone agent usually won't have that capability.
