It's essentially a very narrow marketing partnership whereby you can earn United miles on Emirates flights but you have to book them in conjunction with the United EWR to DXB flight. So assuming you book that United sector and a connecting flight on Emirates to somewhere else you'd earn United miles.
From a GS perspective the only piece that matters is the United flight - just as with other airlines, United does not look at Emirates spend in any way related to GS.
