what does "as a local contact" mean? Do I need to have some friends in singapore to fill up form form v39a and sign for me? Can't one just visit singapore as a tourist without knowing anyone there?

I hold PR China passport but is a permanent US resident.

PS I know I will need a SG arrival card separately.
If you are in transit ( e.g. USA-SIN- 3rd country you can stay 4 days in SIN visa-free.
Otherwise you need a visa, available from many authorized agents - just do a Google search.
